One of the most important aspects of a successful student chapter is having a supportive dean and active faculty advisor. In order to locate a candidate for faculty advisor at your school you might want to contact ASEE's Campus Representative at your institution. He or she should be able to put you in touch with a suitable faculty advisor.
You will also need to identify students who would not only be willing to serve as officers but also students who are perhaps a little further away from graduating who can take over from the graduating officers thereby ensuring the continuity of the Student Chapter. Currently ASEE headquarters require that only Student Chapter Officers be Student Members of ASEE.
Once a faculty advisor has been named he or she should then get together with the students to draw up a set of by-laws and a constitution (examples of which can be found by looking through other Student Chapter websites). Once the constitution and by-laws have been drawn up, and the committee members/officers have been named then the dean should provide a letter pledging his or her support for the newly formed chapter. These materials should be forwarded to ASEE Member Services at membership@asee.org or via regular mail to the address below:

Once these materials have been received at ASEE headquarters the ASEE Student Chapter website will be updated to reflect the new chapter's officers along with their contact info and a link to the chapter's website, if available. Additionally an announcement will also be made in ASEE Action, "an electronic newsletter designed to keep ASEE members informed about what's going on and what's important at ASEE headquarters".
All Student Chapter members are encouraged to join the ASEE Student Member Constituent Committee. To join the committee please email membership@asee.org.

Supplies can be ordered that include membership applications, ASEE Membership Guides, ASEE division information, copies of ASEE PRISM magazine, the Journal of Engineering Education, and the Profiles of Engineering & Engineering Technology Colleges. Sample copies of other ASEE publications can also be requested.
